The short answer
A bostadskö is a Swedish housing queue, and the only thing that moves you up it is time already spent in it. Your time starts on the day you register, not on the day you begin looking for a flat, which is why registering in your first week in Sweden is worth more than anything you can do later. There is no national queue: municipalities run their own, and Stockholm's is run by Bostadsförmedlingen at bostad.stockholm.se, whose rules open registration to anyone holding a Swedish personnummer or samordningsnummer. Age limits, annual fees and rules differ from queue to queue and change over time, so read the rules on your own municipality's site before you register.
Only one thing moves you up a bostadskö
A bostadskö is a waiting list for a rented flat, run by a municipality or by a regional housing agency. Your place on it is decided by how long you have been on it. Not by your salary. Not by how badly you need somewhere. Not by how well you write the message you send the landlord. The queue is a clock, and the clock starts the day you register.
Bostadsförmedlingen in Stockholm says it in one line in its own rules: kötiden räknas från dagen kunden registrerat sig, the queue time is counted from the day the customer registered. Other queues use other names for the same unit. Some count ködagar, queue days. Some count köpoäng, queue points. Every one of them is a way of counting time you have already banked.
Which leads to the thing nobody says early enough. You do not have to want an apartment in order to register. You are not applying for anything, you are starting a counter, and the counter costs you a few minutes now and pays in years later. The people who sign up in week one and then forget the whole thing entirely are the ones holding a first-hand contract while everyone else is still forwarding sublet ads to each other.
There is no national bostadskö
Sweden has no single queue you can join once. Housing sits with the municipalities, so each kommun has arranged its own, and the arrangements do not resemble each other. Stockholm has a regional service, Bostadsförmedlingen, which gathers flats from many landlords into one queue at bostad.stockholm.se. Some other regions run a comparable mediation service. Elsewhere there is no mediator at all, and you register directly with each municipal housing company, then again with each private landlord you would consider living with.
So the first question is not how to register. It is where. Start on your own municipality's website, the official kommun site, and look for bostad or bostadsförmedling. That page points at the queue that actually serves the place you live. Be careful with lists of queues compiled by someone else, this article included: they age badly, and a queue you joined by mistake accumulates nothing you can spend.
Where registration is free or cheap, join more than one. Time banked in one queue is worth exactly nothing in another. Half a dozen separate clocks all started this week is a completely different position, four years from now, than one clock started the month you needed it.

What the registration form asks for
The form is short. Stockholm's rules open the queue to anyone with a Swedish personnummer or a samordningsnummer, which means the housing queue is gated by the same thing that gates almost everything else in your first weeks. If yours has not arrived yet, the waiting time is well spent on the twelve Swedish words behind a personnummer, because the same vocabulary comes back on every form after it.
Beyond the number, expect your name, an address, a phone number, an email and a password. Some queues charge a köavgift, a yearly fee for standing in the queue. Some charge nothing. Age limits vary too: the Stockholm rules set eighteen, with an exception for applicants who have a child or can document a pregnancy, and other queues let people register younger than that. All of it differs by queue and changes over the years, so the number you want is the one on that queue's own page today, never the one in an article.
One small thing to do the same day: store the login somewhere you will still find it in three years. Queue time you cannot log in to is queue time you cannot prove.

The letter that quietly deletes your queue time
A queue takes years to build and can be lost in a fortnight of unopened post. Queues with a yearly fee remove people who stop paying it, and being removed usually takes the accumulated time with it. Some queues also want you to log in or confirm your details at intervals, as proof that you are still out there.
The reminder arrives in Swedish. If you have a digital mailbox such as Kivra, it may never arrive on paper at all: it lands there looking exactly like every other unopened message from an organisation you half recognise. That is the ordinary, undramatic way people lose years of queue time.
Two habits close the hole. Put the renewal in a calendar on the day you register, repeating every year. Then read the queue's own rules page once, slowly, with a dictionary open beside it. It is one page of administrative Swedish, and it is the page that tells you what happens to your time if you stop paying, and what happens to it the day you sign a contract.
What a queue place is actually for
For a long time, nothing. Then, when you want to move, the queue turns into a search engine. Flats are published, and for each one that suits you, you make an intresseanmälan, a registration of interest. This is not an application in the sense of pleading your case. You are putting your queue time in a line next to everybody else's.
Rank high enough on a flat and you are invited to a visning, a viewing. Viewings are brief, and there are usually several of you in the hallway at once. The hyresvärd, the landlord, then decides who is offered the contract, and landlords set their own conditions about income, employment and references. Those conditions belong to the landlord rather than to the queue, and they vary from flat to flat.
What you are chasing is a förstahandskontrakt, a first-hand contract: your own name on an open-ended lease. Everything else in the Swedish rental world, sublets included, is temporary by design. Before you accept anything, check what your queue does to your banked time when you sign, because some queues set it back to zero.

Register this week
The whole job takes about as long as a coffee. Find the queue that covers your municipality, register, pay the fee if there is one, put the renewal in your calendar, and then honestly forget about it. There is no step two this year.
Notice the shape of what just happened, because the first year here is full of it. The task was trivial. Discovering that the task existed, and that it was urgent, was the hard part, and that information was sitting in Swedish on a page nobody translated for you. This is why learning some Swedish early beats learning a lot of it late, and why the hours it takes to reach a usable level are the most valuable hours of your first year.

Questions people ask
- Can I join a bostadskö before I get my personnummer?
- It depends on the queue. Bostadsförmedlingen in Stockholm states in its rules that registration is open to people with a Swedish personnummer or a samordningsnummer, so a coordination number is enough there. Other municipalities set their own conditions and some ask for more. Check the rules page of the queue that covers your municipality rather than assuming, and register the day you meet them.
- How long is the wait for an apartment in Sweden?
- It varies enormously by municipality, by district and by the size of the flat, and it moves from year to year. Most queues publish statistics showing the queue time of recently mediated flats, which is the only figure worth trusting because it comes from the queue itself. Treat any waiting time you read in an article, this one included, as already out of date.
- Does it cost anything to stand in a housing queue?
- Some queues are free and others charge an annual fee, and the amount changes over time, so the queue's own page is the place to look. What matters more than the amount is what happens when it goes unpaid: in queues that charge, non-payment can mean removal, and removal generally takes your accumulated queue time with it.
- Is it worth registering if I already have somewhere to live?
- That is precisely when it is worth it. Registering while you are settled costs a few minutes and possibly a small yearly fee, and what you are buying is a start date, which is the one thing you can never buy afterwards. Someone who registers in their first week and moves four years later is in a completely different position from someone who registers on the day their sublet ends.
- Do I need to speak Swedish to register for a bostadskö?
- No. Several queues offer an English page for the registration itself. The rules, the renewal reminders and most listings are in Swedish, though, and so is the letter that tells you your fee is due. It is a small, closed vocabulary of maybe thirty words that comes back on every housing page you will ever read.
