Have you had a letter from Migrationsverket? Without it you cannot register for the test, however well prepared you are. Preparing is still worth it: the official material is public and free, and the Swedish the test is written in can be worked on today.

  • The test is about basic knowledge of Swedish society, across fourteen chapters, and it is written in Swedish.
  • It is on paper, multiple choice, four options with one correct answer.

2.Landet SverigeThe country of Sweden

Notions and vocabulary
  • Sweden has about 10.6 million inhabitants, on a large surface: roughly 26 people per square kilometre.
  • The three largest cities are Stockholm, Göteborg and Malmö, and most of the population lives in the south.
  • Five national minorities are recognised: judar, romer, samer, sverigefinnar and tornedalingar.
  • Their five languages are finska, jiddisch, meänkieli, romani chib and samiska. The Sami are also Sweden's indigenous people.

3.Det demokratiska systemetThe democratic system

Notions and vocabulary
  • All public power proceeds from the people: that is the opening sentence of the regeringsformen.
  • There are four fundamental laws: regeringsformen, tryckfrihetsförordningen, yttrandefrihetsgrundlagen and successionsordningen.
  • Changing one needs two identical decisions by the Riksdag with a general election in between.
  • The Riksdag legislates and decides the budget; the government governs; the courts judge.

4.Så styrs SverigeHow Sweden is governed

Notions and vocabulary
  • Sweden is governed at three levels: the state, 21 regions and 290 municipalities, each with an elected assembly.
  • The municipality runs schools, preschool and care of older people. The region runs health care.
  • The King is head of state with ceremonial duties only; the prime minister is proposed by the Speaker and voted by the Riksdag.
  • Agencies such as Skatteverket, Migrationsverket and Försäkringskassan carry out what has been decided.

5.Val och partierElections and parties

Notions and vocabulary
  • Ordinary elections are held every four years, on the second Sunday in September.
  • Three ballots on the same day: the Riksdag, the region and the municipality.
  • Voting for the Riksdag requires Swedish citizenship and being eighteen; some foreign residents may vote locally.
  • A party normally needs four percent nationally to take seats, and the ballot is secret.

6.Lag och rättLaw and justice

Notions and vocabulary
  • The general courts run in three steps: tingsrätt, hovrätt, Högsta domstolen.
  • Lay judges, nämndemän, sit alongside professional judges in many cases.
  • A suspect is presumed innocent, and the prosecution carries the burden of proof.
  • Decisions by public agencies are appealed to administrative courts, not to the general ones.

7.Mediernas rollThe role of the media

Notions and vocabulary
  • Sweden passed the world's first freedom of the press act in 1766; UNESCO added it to its Memory of the World register in 2023.
  • Prior censorship is forbidden: nothing is examined by an authority before publication.
  • The principle of public access lets anybody request official documents, usually without giving a reason.
  • Public service broadcasting is publicly funded and required to be independent of political and commercial interests.

8.Mänskliga rättigheterHuman rights

Notions and vocabulary
  • The Discrimination Act names seven grounds: sex, transgender identity or expression, ethnicity, religion or other belief, disability, sexual orientation and age.
  • Diskrimineringsombudsmannen, DO, supervises the Act and can be contacted by anybody affected.
  • Jämställdhet means equality between women and men specifically; jämlikhet is the wider word.
  • Recognition as a national minority carries particular protection for language and culture.

9.Arbetsmarknad och privatekonomiThe labour market and personal finances

Notions and vocabulary
  • There is no statutory minimum wage. Pay and conditions are set in collective agreements between unions and employers.
  • That system, the Swedish model, is usually traced to the Saltsjöbaden Agreement of 1938.
  • Joining a union is voluntary, and unemployment insurance, a-kassa, is a separate membership again.
  • The employer withholds your tax and pays it to Skatteverket; the annual deklaration reconciles it.

10.VälfärdssamhälletThe welfare society

Notions and vocabulary
  • Welfare is financed mainly through taxes, at municipal, regional and national level.
  • Parents share 480 days of parental benefit for a child, the first 180 at the sickness benefit level.
  • Försäkringskassan pays social insurance; the region provides care; the municipality provides social services and care of older people.
  • An ordinary health problem starts at a vårdcentral, or with the advice line 1177. The emergency number is 112.

11.Modern historiaModern history

Notions and vocabulary
  • Universal and equal suffrage was decided in two steps, in 1919 and 1921, because suffrage sits in a fundamental law.
  • Women voted in a general election for the first time in September 1921, and the electorate went from 1.2 to 3.2 million.
  • Five women were elected that year, a little over one percent of the seats in the two chambers.
  • Sweden joined the EU in 1995 after a referendum, and NATO on 7 March 2024, ending a long non-alignment.

Notions and vocabulary
  • Sweden is in the EU but keeps the krona: a referendum in 2003 rejected the euro.
  • It joined NATO on 7 March 2024, which the government itself calls a paradigm shift.
  • Norway and Finland are the land neighbours; Denmark is reached over the Öresund bridge.
  • Sweden is a UN member and a long-standing development aid donor, and takes part in Schengen free movement.

13.Sekulär stat och mångreligiöst landA secular state and a multi-religious country

Notions and vocabulary
  • Freedom of religion covers practising a faith, changing it, and having none at all.
  • The Church of Sweden was separated from the state on 1 January 2000.
  • Only members pay the church fee, and membership is a personal decision.
  • Religion is taught in school as a non-confessional subject covering several faiths and outlooks.

  • The Act on public holidays names, among others, 1 May, 6 June, Midsummer Day, All Saints' Day and Christmas Day.
  • The national day, 6 June, has been a public holiday since 2005.
  • Christmas is celebrated on the evening of 24 December, and Lucia on 13 December, which is not a holiday.
  • Valborg is 30 April, with bonfires, and the crayfish party season is August.

What is settled

UHR writes and runs the test

Universitets- och högskolerådet develops, administers and marks the test, with Skolverket and Migrationsverket assisting on specific parts. The study material was produced by UHR with Skolverket on a government commission.

On paper, in Swedish, multiple choice

UHR states that the test is in Swedish, written on paper, and made of multiple-choice questions with four options of which one is correct. The material and the test are in Swedish only.

Migrationsverket decides who may sit it

You cannot simply register. UHR states that Migrationsverket decides who may take the test, and the result is then passed to Migrationsverket. If no letter has reached you, preparing is still useful, but signing up is not yet possible.

The Swedish language test comes later

The civics test applies from 6 June 2026. The reading and listening test in Swedish is expected from 1 October 2027, or earlier if the government decides and the authorities can deliver it. The speaking and writing test has no date at all: the law says it starts on a day the government decides.

What has not been decided

These circulate everywhere with invented figures. Until UHR publishes them, this page does not state them.

  • The pass mark. UHR has not set one: the August 2026 sitting was used to calibrate it.
  • How long a sitting lasts, and how many questions it has. Sixty questions is sourced for 15 August 2026 and for that sitting only. The ninety-minute figure circulating on commercial sites is confirmed by no official source we found.
  • The dates and cities of the next sittings. UHR said it would announce them in the autumn of 2026.
  • The fee for sittings before 2027. The regulation sets 2 000 kronor per sitting from 2027, with an exemption for stateless people holding refugee status or a travel document issued by a Swedish authority. The August 2026 sitting was free.
