The short answer
A samordningsnummer is assigned when a person needs to be identified by a Swedish authority without being registered in the population register. A personnummer normally follows population registration. A coordination number alone does not grant residence rights, social insurance, a bank account or BankID; each organisation applies its own conditions.

A personnummer is tied to folkbokföring and follows a registered resident across Swedish public services.

Who requests it
An authority or another authorised body may request the number when it needs one for its work.
In some cases, an individual may apply directly to Skatteverket after demonstrating a connection to Sweden and completing the required identity check.
Assignment does not replace a folkbokföring application when you become resident.
Active, dormant and updated
Skatteverket records the number’s status and may require identity information to be updated.
A dormant number remains connected to the same person but can trigger additional checks.
Never seek a second number to bypass a problem; ask Skatteverket to correct your record.
What the number does not guarantee
Banks, Försäkringskassan and digital services apply their own identity and eligibility rules.
Keep the decision and ask exactly which evidence is missing when a service rejects an application.
