Will Skatteverket stop issuing ID cards in 2027?

The government proposes ending Skatteverket ID-card issuance on 1 March 2027. Cards already issued would not vanish on that date.

The short answer

A Council on Legislation referral published on 3 September 2026 proposes that Skatteverket stop issuing identity cards on 1 March 2027. This is still a legislative proposal, not a service that has already closed. Under the proposal, cards issued before the transition would remain valid until their expiry date, while later applicants would use the system in force when they apply.

What has actually been proposed

The government wants a more unified public identity system and proposes removing Skatteverket’s role as an ID-card issuer.

The proposed date is 1 March 2027, subject to the remaining legislative process.

Your current card

The proposal does not make every Skatteverket card invalid on 1 March 2027.

Check the expiry date and the exact identity requirements of the organisation asking for proof.

An ID card, passport, electronic ID and personnummer serve different purposes.

If you need to apply

For an application before the possible closure, consult Skatteverket for eligibility, payment and appointment requirements.

For an application after the announced date, do not guess the issuing authority: verify the final rules once legislation is complete.

Document the transition

Keep the receipt, appointment confirmation and any decision you receive.

If a bank, employer or authority rejects your identity evidence, ask in writing which document it accepts.
