The short answer
Kivra is a digital mailbox for official and commercial post in Sweden, run by a private company. It is one of three mailboxes approved for Mina meddelanden, the state system for digital post, alongside Billo and Min myndighetspost, which is the state's own. It is free, and you open it with a Swedish e-identification, in practice Mobilt BankID. Nobody is obliged to have one. The letterbox in your stairwell is not where your post is
You wrote your name on the letterbox downstairs three weeks ago and it has held nothing since but pizza flyers and a free newspaper. Meanwhile a colleague mentions the tax document she got last week, and a neighbour says he answered Försäkringskassan on Tuesday. Nothing has come for you. Nothing is broken either.
Official post in Sweden has been sliding into digital mailboxes for years. A digital mailbox, en digital brevlåda, is an app and a website where agencies and companies drop documents that would otherwise have been printed and posted. Kivra is the one you will hear named most often. It is run by a private company based in Stockholm, not by the state, and it costs a private individual nothing.
Two facts sit awkwardly next to each other here. Nobody is required to have a digital mailbox. And almost everything around you is built as though you already do.

Kivra, Billo, Min myndighetspost: one system, three boxes
Behind the apps sits Mina meddelanden, the state infrastructure for digital post, run by DIGG, Sweden's agency for digital government. Agencies connect to it once. You choose which box the messages land in.
Three boxes are approved for private individuals: Kivra, Billo and Min myndighetspost. The last one belongs to the state and carries only post from agencies, municipalities and regions. Kivra and Billo carry that plus post from companies, which is why payslips, insurance documents and invoices tend to show up in them. Choosing between them is a question of how much you want in one place, not of which is official.
All three are free, and all three open with a Swedish e-identification, in practice Mobilt BankID. That is the real gate. It is also why a digital mailbox lands late in the arrival sequence, after the personnummer and after Mobile BankID itself, rather than in your first week.
What activating one changes, immediately
Skatteverket says it in a single sentence on its own site: med en digital brevlåda får du post från Skatteverket och andra myndigheter digitalt i stället för på papper. With a digital mailbox you get post from Skatteverket and other agencies digitally instead of on paper.
I stället för. Instead of. The whole article is in those three words. This is not a copy of the letter, and it is not a card telling you something is on its way. The paper stops, for the senders that have made the move.
They have not all made it the same way. DIGG states that some senders send all their post digitally while others send only certain types of message, and what is connected changes over time. So the honest version is this: once you activate, part of your official post exists only inside an app, and you cannot tell in advance which part.

The two ways this goes wrong
The first way catches people who have been here a while. A mailbox got activated in passing, because an employer delivers payslips that way or because a form suggested it during a bank appointment, and the app was never opened again. Every alert is an avisering, sent to whichever email address or phone number was typed in that day. If that was your old address, or if you switched the notifications off, the box fills up in silence.
The second way catches people in their first months. Nothing was activated, so the paper keeps coming, in Swedish, to an address that may still be a sublet you left. Around you, everyone talks about post as a thing you check on a phone, and the advice you are given is written for people who have a box.
Either way the failure is the same one, and none of it is technical. A message with a date on it does not wait. Sista svarsdag is the final day to reply, and it does not move because an app stayed shut.

What an official message is actually made of
Open one message and the same handful of words comes back, whoever sent it. There are about eight of them, and they are enough to make the screen readable.
Avsändare is the sender, the name at the top. Meddelande is the message itself. Ärende is the matter it concerns, and ärendenummer is the reference you quote when you call. Bilaga is an attachment, usually the decision itself as a PDF. Belopp is an amount, and where there is an amount there is nearly always a date beside it.
None of this is conversational Swedish, and that is the good news, because the list is closed. The words that decide your month repeat at Skatteverket, at Försäkringskassan and at your insurer, in the same order, on every message. It is the same thing people discover standing at a Swedish counter: the hard part was never the grammar.

Deciding, and the ten minutes that make the screen readable
The decision is smaller than it looks. If you want your official post in one place, open a box, knowing the paper stops for the senders that have moved. If you would rather keep paper, do nothing, and check two things instead: that your name is on the letterbox, and that the address Skatteverket holds is the one where you actually sleep. A box can also be closed later. Once it is closed the digital delivery stops, and Skatteverket's own guidance is that you then ask the sender to issue the document again.
Both choices leave you with the same problem on the day something important lands. The document is in Swedish either way. Running it through a translation tab tells you what the sentences say rather than what is being asked of you, and what is being asked of you is the part with the date attached.
The way out is small and specific. Numbers and dates first, because every official message hangs on exactly that: a day, an amount, a reference. Ten minutes on Swedish numbers is enough to find sista svarsdag on a screen without help. That is a long way from the hundreds of hours people associate with Swedish, and it is the part that pays you back the same week.
