The short answer
From 1 August 2026, the headteacher decides whether a pupil needs svenska som andraspråk, or SVA, by assessing the need for second-language pedagogy. Family background or a parent's request is not enough on its own. SVA remains a full school subject, not easier Swedish.
The rule in force from 1 August
Skolverket now frames eligibility around an educational need: in compulsory school, SVA is for pupils who need teaching designed for learning Swedish as a second language. The headteacher makes the decision.
That distinction matters because SVA is often confused with temporary support or simplified Swedish. A separate Swedish level test can help a learner understand their present skills, but it does not replace the school's assessment.
What SVA is designed to do
SVA has its own syllabus and progression. It develops the language pupils need across school subjects, including academic vocabulary, reading, writing and reasoning in Swedish.
It is not a penalty or a lower-status route. A child may chat comfortably in Swedish and still need help with dense instructions and abstract texts. A structured listening exercise ladder can support that work at home without pretending to replace teaching.
Useful questions for the school
Ask what evidence informed the assessment, how progress will be followed and when the need will be reviewed. A useful answer should describe the child's learning rather than relying only on which language the family speaks at home.
Bring specific examples such as written work, independent reading, classroom instructions and oral participation. That gives the conversation a clearer basis than a general discussion about bilingualism.
What families should take away
The new wording does not automatically place every multilingual child in SVA, nor does it automatically exclude one. It calls for an individual assessment of the need for second-language pedagogy.
At home, a small routine combining reading, listening and retelling is more useful than collecting apps. The 30-day Swedish study plan offers a structure that can be adjusted to the learner's age.
