Sweden's national rehabilitation strategy 2026-2030

The new strategy covers rehabilitation, habilitation and assistive devices, with the goal of reducing unequal access across Sweden.

The short answer

On 9 September 2026, Sweden adopted a national rehabilitation and habilitation strategy for 2026-2030. Its seven focus areas include patient participation, skills, follow-up and reducing differences in assistive devices. The strategy guides public bodies and providers, but it does not immediately guarantee an identical service in every region.

Rehabilitation and habilitation

Rehabilitation helps a person regain or maintain abilities following illness or injury.

Habilitation often concerns congenital or lasting conditions and aims to support participation and independence.

The usual first contact remains a vårdcentral or 1177.

Seven areas for improvement

The strategy covers patient participation, workforce skills, knowledge management and evaluation.

It also addresses future challenges, unequal access to assistive devices and stronger habilitation support for disabled people.

Socialstyrelsen must support implementation, monitor results and share information.

Request a measurable goal, a named responsible professional, the expected frequency and a review date.

Clarify which part belongs to the region, municipality, employer or Försäkringskassan.

Keep plans, decisions and summaries when several organisations are involved.

A strategy is not an individual entitlement

The national direction does not automatically grant a specific device or number of sessions.

Challenge an individual decision through the instructions supplied by the body that made it.
