The short answer
The proposal delivered on 2 September 2026 covers children registered in Sweden who are not yet of compulsory-school age and have a mother tongue other than Swedish. Identification would be integrated into ordinary child-health language checks at about age two-and-a-half to three. Which children the proposal covers
The defined group consists of children registered in Sweden, with another mother tongue and not yet subject to compulsory schooling.
Using another language at home is not itself described as a problem: the stated purpose is to identify a need for Swedish-language support.
Ask what is observed, how it is documented and who receives the information.
The municipality’s proposed role
When a need is identified, the region would share information with the municipality where the child is registered.
Municipal support could include preschool, open preschool, libraries or other language activities.
These options complement the preschool application guide, but do not automatically guarantee a place or number of hours.
A proposal, not a rule yet
The government announced a consultation before deciding how to proceed.
Families should therefore follow their region’s and municipality’s current rules until any new legislation takes effect.
