Could activity requirements bring more childcare?

A Swedish inquiry proposes 30 to 40 hours of childcare so affected parents can take part in required full-time activities.

The short answer

A proposal presented on 4 September 2026 would give children of parents covered by the aktivitetskrav enough childcare for the parent to participate. The main model described is 30 to 40 hours a week depending on the child's age and schooling, compared with the current general preschool minimum of 15 hours for an unemployed parent.

Why fifteen hours may not be enough

Municipalities currently have a general duty to offer fifteen preschool hours a week to children of unemployed parents.

The activity requirement can involve full-time language education, a placement or community activity, making those schedules difficult to combine.

The proposed childcare level

Childcare would cover the time needed for a parent to participate in the assigned activity.

The government summary describes a general range of 30 to 40 hours a week depending on age and schooling.

Preschool, school-age childcare or pedagogical care may be relevant according to the child's situation.

Not an automatic schedule yet

The inquiry report does not by itself grant every affected family a new timetable.

Ask social services and the municipal childcare office what applies now, which documents they require and from which date.

Have both the activity schedule and childcare hours confirmed in writing before relying on them.

Coordinate two systems

Put the summons, travel time, childcare hours and any settling-in period on one calendar.

Report absences and changes quickly so that one organisation does not receive outdated information.
