Who may own an independent school in Sweden?

A Swedish inquiry will examine foreign ownership, provider activities and recovery of municipal grants from independent schools.

The short answer

On 1 September 2026, Sweden commissioned an inquiry into ownership and control of independent schools and preschools. It will consider a general ban on substantial influence by certain people or organisations based outside the EU or EEA. No new ownership ban applies yet, and the inquiry is due on 30 September 2027.

Why ownership is under review

Skolinspektionen says it can be difficult to obtain a complete picture of foreign ownership and changes in provider leadership.

The inquiry must design a possible rule covering direct and indirect influence from actors based outside the EU or EEA.

What else the inquiry will examine

One question is whether a provider company should be limited to activities connected with running education.

The inquiry will look at recovering municipal grants after an approval is withdrawn.

It must also consider how a provider that loses approval can be stopped from taking new pupils.

What families should understand

The announcement does not itself change a place, queue position or school agreement.

Ask for the legal provider's name and separate that organisation from the local headteacher and municipality.

Treat any claim about closure as unverified until an authority decision names the specific school.

Following the process

The report is due by 30 September 2027, and consultation or legislation may follow later.

Keep admission emails and municipal contacts in case the organisation changes.
