Three dates in the citizenship law, one has happened

Every article quotes 6 June 2026. Almost none mentions 1 October 2027, and practically nobody mentions the third step, which has no date at all and is not going to get one by being guessed.

The short answer

The Swedish citizenship knowledge requirements arrive in three steps, not one. Step one, 6 June 2026: the whole framework comes into force, civics test included, and that step has happened. Step two, 1 October 2027 at the latest or earlier if the government decides: the Swedish test in reading and listening comprehension, conditioned on the authorities actually being able to deliver it. Step three, no date: the test of speaking and writing, which the law starts on the day the government decides. Until step two, Swedish is proven with a grade or an accepted exam. A page that gives you one date has flattened three.

Step one: 6 June 2026, and it held

The Riksdag voted the tightened requirements on 29 April 2026 after its social insurance committee backed them on 28 April 2026. The framework came into force on 6 June 2026, and Migrationsverket confirmed the date the day before.

This step carries everything: eight years of residence in the general case, the self-support requirement, the reinforced conduct requirement, both knowledge requirements, and the civics test. The first sitting of that test followed on 15 August 2026.

Worth saying plainly: the date announced in March 2026 was kept. That is the one date on this page that is now a fact rather than a plan. The rest of what changed on that day is a longer list than most summaries give.

Step two: 1 October 2027, or sooner, or not exactly

The bill's own words are that the rules on the citizenship test in reading and listening comprehension in Swedish can come into force on 1 October 2027. The law adds the possibility of an earlier day the government decides, and the bill attaches an explicit condition: an early start is only possible if the responsible authorities are actually able to supply the test.

There is a history behind that caution. UHR delivered a preliminary study in September 2025 saying more time was needed for the reading and listening test. On 6 February 2026 the government adjusted UHR's mandate and set the deadline at 1 October 2027 at the latest, after Stockholm University said it could not finish sooner. Gothenburg University and Stockholm University are both involved in building it.

So the honest reading of step two is a ceiling with a condition under it, not an appointment. Nobody should be planning a life around a specific month in 2027.

Step three: no date, by design

The test of speaking and writing skill in Swedish, the one set at what the bill equates with A2, starts on the day the government decides. That is the whole provision. There is no date to report and none is expected on any published timetable.

This is not a gap somebody forgot to fill. Writing an open commencement date is a deliberate legislative technique for something that depends on capacity nobody has yet.

Practical consequence: if you read a site announcing a start date for the speaking test, that site made it up. There is nothing to be right about yet.

What lives between the steps

Section 13 a of the citizenship act is the bridge. It runs from 6 June 2026 until the Swedish test starts, and it is what lets people prove their Swedish with a grade or an accepted exam in the meantime. The bill says the possibility should be removed when the full test comes into force.

Which means the bridge is load-bearing for exactly one window, and the window has a moving far edge. That is an argument for getting your proof in order rather than waiting to see what 2027 looks like. The routes are all listed in proving your Swedish without the test.

It also explains a confusion we see constantly: people preparing for a Swedish exam that does not exist while the exam that does exist is the civics one. The two are genuinely different exams, run on different schedules.

What UHR has still not put a date on

Separate from the three legislative steps, there is a list of purely practical things UHR has not published as of 12 September 2026: the pass mark, the length of a sitting, the number of questions for the next sittings, their dates and their cities, and the fee for any sitting before 2027. Each of them is taken apart, with what is actually published on it, in the five questions with no answer yet.

UHR says results of the calibration sitting of 15 August 2026 are due in October 2026 and that information about the next sitting will come during the autumn. Registration is currently closed.

Questions people ask

When does the Swedish language test for citizenship start?
The bill assesses that the reading and listening test can come into force on 1 October 2027, or on an earlier day the government decides, and only if the responsible authorities can actually deliver it. On 6 February 2026 the government set 1 October 2027 as the latest date. The speaking and writing test has no date at all.
Why do the citizenship rules have three different dates?
Because the framework and the tests were separated. The framework and the civics test started on 6 June 2026, the reading and listening test is scheduled for 1 October 2027 at the latest, and the speaking and writing test starts on a day the government has not yet decided.
Has the 1 October 2027 date been confirmed?
It is a deadline with a condition, not an appointment. The law says 1 October 2027 or an earlier day the government decides, and the government confirmed in February 2026 that the test must be delivered by that date at the latest, after the developing university asked for more time.
What proves my Swedish until step two?
A passing grade in svenska or svenska som andraspråk from the places the law lists, or another language exam that shows B1 with a high degree of reliability, with Tisus and Swedex named in the bill. Migrationsverket assesses it and the bill asks for that assessment to be restrictive.
Has UHR announced the next sitting of the civics test?
No. As of 12 September 2026 registration is closed and UHR says information about the next sitting will be published on uhr.se during the autumn of 2026, with results of the August calibration sitting due in October 2026.
