The short answer
The regulation on the citizenship test, issued on 30 April 2026 and in force from 6 June 2026, gives UHR the job of producing, developing and running the test and of deciding its result. Who may sit it is not UHR's decision: UHR states that Migrationsverket decides that, and that the result is transferred to Migrationsverket afterwards. So UHR decides one thing, your answers on a paper, and Migrationsverket decides another, your citizenship, which turns on residence time, conduct and self-sufficiency as well as knowledge. A test result is evidence inside a file. It is not the file.
The two decisions, named
Förordning (2026:451) om medborgarskapsprov, issued 30 April 2026, says that Universitets- och högskolerådet shall produce, develop and carry out the citizenship test, and gives that same authority the power to decide on test results. That is UHR's whole remit: the paper, the marking, the result.
UHR itself is explicit about where its remit stops. Its page states that it is Migrationsverket that decides who may write the test, and its questions and answers page says the result is transferred to Migrationsverket for the handling of your citizenship case, without you sending anything in.
So the sentence to carry around is short. UHR decides your result. Migrationsverket decides your citizenship. Nobody at UHR looks at your file, and nobody at Migrationsverket writes the questions.
A third authority is in the picture and decides neither. The study material was produced by UHR in collaboration with Skolverket on a government commission, according to UHR's material page as updated on 12 August 2026. Skolverket wrote alongside, it does not mark and it does not decide.

What the test does not decide
It does not decide whether you get citizenship. Migrationsverket's announcement of 5 June 2026 sets out the requirements that came into force the following day: stricter rules on how long you must have lived in Sweden, a requirement to have lived a respectable life, self-sufficiency, and knowledge of the Swedish language and of Swedish society. Knowledge is one item on that list.
It does not decide whether you have to take it at all. Migrationsverket's own guidance is that the society knowledge can be shown with a passing grade in civics or basic social orientation subjects from Swedish schooling, and the language with a passing grade in Swedish or Swedish as a second language, including from komvux, folkhögskola and sfi. The test exists for people who cannot show it that way. What counts as showing it another way is a subject of its own.
It does not decide whether the requirement applies to you. The government bill states that the requirement does not apply to a person who has turned 67, and that an applicant need not show the knowledge where a functional impairment or other personal circumstances make it unreasonable to require it. Migrationsverket assesses that, not UHR.
And it does not decide which exam you owe. The civics test is in force now; the Swedish reading and listening test comes on 1 October 2027 or an earlier day the government decides, and the speaking and writing test on a day the government decides, with no date at all. Two exams, two timetables.

Why the confusion is so widespread
Partly the name. A medborgarskapsprov sounds like an exam you pass to become a medborgare, and in several other countries that is roughly how it works. In Sweden the test is a piece of evidence that one authority produces and another authority reads.
Partly the sales pitch. A site selling practice questions has an interest in the shorter story, because the shorter story ends with a purchase. Nobody sells a subscription to the sentence about Migrationsverket deciding your file.
And partly because the gate is invisible until it opens. You cannot register on your own initiative: UHR opens registration only to people Migrationsverket has written to, and as of 12 September 2026 its page said registration was closed with information about the next opening still to come. Who can be called to sit at all is the first question to settle.

What follows in practice
Keep your questions at the right counter. Questions about the test itself, its format, its material, its sittings, belong to UHR. Questions about your case, whether the requirement applies to you, what evidence is missing, whether an exemption is possible, belong to Migrationsverket. Asking one about the other produces the same answer either way, which is that it is not theirs.
Do not read a practice score as a prediction. UHR had published no pass mark when the first sitting was held on 15 August 2026, which was described as a pilot used to set the threshold afterwards, with results due in October. A score out of ten on any site, ours included, is practice.
And treat the rest of the file as the bigger job. The 5 June 2026 announcement says applications are assessed under the new rules after 6 June 2026, including cases already lodged, and that Migrationsverket will make contact if something needs supplementing. Which is the part most worth being ready for.

What we are, and are not
We are not affiliated with UHR, Skolverket or Migrationsverket. We cannot register you, we cannot tell you whether a letter is coming, and we cannot tell you what your file needs.
What we do is teach the Swedish the test is written in, and tie every date on the page to the page it came from with the date that page carries. The same habit is what makes the eleven subject areas the regulation names readable as law rather than as rumour.

- Does passing the medborgarskapsprov give me Swedish citizenship?
- No. UHR decides the test result and transfers it to Migrationsverket, which decides the citizenship case. Since 6 June 2026 that case also turns on residence time, conduct and self-sufficiency, so a result is evidence in a file rather than the decision on it.
- Who decides whether I have to sit the test?
