Sweden does not apply one rule to foreign licences. It applies two, and the fork is the country whose authority issued the card. If it can be exchanged: what utbyte actually involves
Utbyte is an application to Transportstyrelsen. It is not something a driving school arranges, not something your employer's HR department can file for you, and not a counter you walk up to. The form has a name worth memorising, because searching for it in Swedish gets you the agency's own page instead of somebody's forum post from four years ago.
Two things about it surprise people. The original licence goes in with the application, so the card leaves your hands while the case is open; that is worth planning around rather than discovering the day before a trip. And an exchange is a decision, not a formality, which means it can also go the other way. What applies to you while a case is being processed is a question for Transportstyrelsen, and one to ask before you post anything, not after.

If it cannot: the Swedish route, in the order it happens
When a licence cannot be exchanged, Sweden does not ask you to demonstrate twenty years of driving. It puts you on the domestic route, which runs in a fixed order and catches experienced drivers off guard precisely because they expect a shortcut. It begins with a körkortstillstånd, a learner's permit from Transportstyrelsen. Nothing gets booked before that exists, tests included.
Then riskutbildning, risk training, in two parts. Riskettan covers alcohol, drugs, tiredness and what they do to a driver. Risktvåan happens on a skid track, with your own hands on the wheel. Neither part is optional and neither is impressed by your years behind the wheel, which is why the people who assume they can simply turn up and take a test are the ones who end up waiting longest.
The tests are booked with Trafikverket, not with Transportstyrelsen: first the teoriprov, also called the kunskapsprov, then the uppkörning, which the paperwork calls a körprov. A theory pass is only valid for a limited period, and Trafikverket states the current period when you book, so the two are normally planned as one block rather than a year apart. Whether you prepare at a trafikskola or practise with a private handledare is genuinely your choice, and the second costs less for someone who already knows how to drive.

Two agencies, and everyone mixes them up
Transportstyrelsen and Trafikverket are separate, and neither will do the other's job for you. Transportstyrelsen handles licences: permits, exchanges, decisions, the register itself. Trafikverket runs the tests and the test centres. A trafikskola is a private company that teaches driving; it can prepare you and it cannot decide anything, and it makes money whether or not you needed the lessons.
Sending the right question to the wrong one of the three costs you weeks, and it is the single most common way this process goes slowly. Before you call, know which of the two agencies owns the question you are about to ask.
The answer, when it comes, comes in Swedish, and increasingly it arrives in a digital mailbox rather than an envelope. Three things, in this order. Turn the card over and find the country that issued it, not the country of your passport. Find the date you were folkbokförd, which is on your registration extract. Then open transportstyrelsen.se and read the page written for that exact combination, or call and read the card down the phone to someone who does this all day.
Everything after that happens in Swedish. The form is in Swedish. The decision is in Swedish. Riskutbildning is taught in Swedish, and the examiner in the passenger seat is giving instructions in Swedish while you are trying to remember which lane is yours. This is the pattern of the entire first year here: very little of it is difficult, almost all of it is sequential, and the sequence is written in a language you are still picking up.
