Why the government opened an inquiry
An initial follow-up cited by the government says nearly eight in ten graduates are working six months later.
Nine in ten surveyed employers reportedly believe the programmes supply relevant skills.
The inquiry must turn lessons from the pilot into durable legal options, not merely repeat those headline results.

The assignment is due by 31 March 2027, while the current pilot runs from 2024 to 2028.
